All drivers are licensed to drive both hackney carriage and private hire vehicles under one licence. This gives the local taxi trade better flexibility.

New applications 

A taxi driver licence is valid for three years. You must be a  fit and proper person and have held a current driving licence for at least 12 months. You must also have the right to work in the UK.

Renewals

To renew your licence we require:

         Taxi Driver application form with your payment and copy of your DVLA photo licence

From 4 April 2022 all drivers are required to be registered with HMRC when you renew your licence. Click here for detailed guidance. 

 

Change of details

Vehicle applications

We are unable to issue new Hackney carriage vehicle licences.  This is reviewed every three years.

Please provide the following documentation with your application:

  • A current MOT test certificate that is not more than 1 month since the date of the test
  • The vehicle registration document
  • A current certificate of insurance or insurance cover note. (In the case of cover notes, once a full certificate of insurance is issued this should be forwarded to the Licensing team)
  • Proof that the vehicle is taxed
  • Basic DBS certificate if you are a plate owner or vehicle proprietor (not applicable to current licenced drivers)

When a licence is granted the vehicle must be less than 5 years of age and no more than 8 years of age on renewal. Further information on vehicles.

Operator applications

Any 'fit and proper' person, other than a hackney carriage proprietor, who operates a private hire service in the Dover District must apply for a Private Hire Operator's Licence.

Operators will be required to keep a register of all staff they employ to take bookings or dispatch drivers. The operator must have sight of a basic DBS for all such staff. A record of carrying out this check must be maintained. Basic Disclosure and Barring Service checks can be applied for here
