I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below. 

Heating Systems Servicing, Maintenance and Inspections with Installation Works 2023: https://www.find-tender.service.gov.uk/Notice/019254-2023 

The details we require are: 

  1. What are the contractual performance KPI's for this contract? 
  2. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages 
  3. Start date & duration of framework/contract? 
  4. Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised? 
  5. Is there an extension clause in the framework/contract and, if so, the duration of the extension? 
  6. Has a decision been made yet on whether the framework/contract are being either extended or renewed? 
  7. Who is the senior officer (outside of procurement) responsible for this contract?

Response

  1. This is set out in the specification document attached.
  2. The tender process was conducted as ‘Open’.  BSW Heating, Clairglow Heating, Gas Call Services, K&T heating, Liberty Group, Robert Heath Heating and Swale Heating all submitted compliant tenders with Gas Call being the successful tenderer following evaluation. Note this contract was novated to Sureserve Compliance South Limited on the 25 March 2025.
  3. 1 June 2023  to 31 May 2027.
  4. This is attached.
  5. Provision to extend for a further 12 months.
  6. No.
  7. The information you have requested is exempt from disclosure under Section 40(2) of the Freedom of Information Act as the Council considers the names and contact details of individual members of staff to be personal data.  The names of staff working in public authorities are personal data as defined by Article 4(1) of GDPR and also Section 3 of the Data Protection Act 2018 and the release of this data would contravene the data protection principles.  The relevant officer can be contacted at property.services@dover.gov.uk.
